Preheat oven to 350 degrees F and grease the bottom and sides of a 9-inch cast-iron skillet or 9” round baking pan with cooking spray or butter.
Make the Chocolate Pecan Caramel Filling: Whisk together melted butter (slightly cooled so you don't cook the egg), corn syrup, sugar, egg, salt, and cornstarch in a large bowl. Set aside.
Make the cookie: In a large bowl, whisk together the flour, baking soda, and salt. Stir in the oats. Set aside.
In another large bowl, whisk together the melted butter, granulated sugar, and brown sugar until smooth. Add peanut butter and mix until incorporated. Whisk in egg and vanilla until smooth and combined.
Slowly stir in dry ingredients to the wet ingredients and mix until just combined. Be careful not to over-mix. Fold in the chocolate and peanut butter chips.
Press the cookie dough into the prepared skillet. Sprinkle the center with chocolate chips, then top with a single layer of pecans and pour the caramel filling over the top.
Bake for 23 to 25 minutes, until a toothpick inserted in the dough comes out clean or the edges are slightly crisp, and the cookie is golden and filling is cooked through.
Remove from oven. Drizzle with melted chocolate and serve warm with a scoop of vanilla ice cream if desired.
