Beat the butter and sugar on medium-high until nice and fluffy. Add egg and beat until incorporated. Reduce speed to low and add sour cream and vanilla and beat until well-combined.
Sift the flour, cornstarch, baking soda, baking powder, cream of tartar, and salt and whisk together. Slowly add dry ingredients to wet ingredients and mix until combined. Refrigerate for 1 hour.
Preheat oven to 375°. Line two baking sheets with parchment paper. Roll half the dough into balls and place on baking sheet, flattening with the back of a spoon. Bake on middle rack for 9-13 minutes. Remove from oven and allow to cool completely on pan. Repeat with remaining dough.
